This is a spoof on HP's latest ad campaign.  Frank, a homeless man, is challenged to find a PC that suits all his needs for under $1000.  As he is homeless, he doesn't have much need for a computer, but he tries his best anyway.  He actually knows quite a bit for having claimed to be inexperienced... see what he ends up with.
